MEETING OF THE TRIPARTITE (ECOWAS, WAEMU, EU) CONSULTATION PROCESS IN ACCRA.


The Economic Community of West African States (ECOWAS) the West African Economic and Monetary Union (UEMOA) and the European Union (EU), organized a second meeting of the tripartite consultation process in Accra from June 12-16, 2023 in Accra, Ghana.





The objective of this meeting was to consolidate the consultation framework between the two Institutions on the one hand, and the European Union and the two institutions on the other, in a logic of structured tripartite dialogue. More specifically, take stock of the progress of the process of identifying and developing programs as part of the NDICI's 2021 and 2022 annual action plans (PAA); discuss ongoing reflections within the framework of the 2023 and 2024 annual action plans and the modalities for the implementation, coordination and monitoring of NDICI interventions in the West Africa region; prepare a key message from the region to communicate during the next mid-term review of the NDICI.


The meeting was held in two phases, the first between ECOWAS and WAEMU Commissions to discuss progress, challenges and prepare for the dialogue with the EU Delegations of Nigeria and Burkinafasso. This session held from 12-14 June 2023 and was chaired by the Director External Relations of ECOWAS Commission Mr. Jerome Boa, and teh Director in Charge of Cooperation of WAEMU Commission Mr. Rabiou ALBERT BOURA


The opening ceremony of the second session between both Commissions and the EU was marked by the statements from HE Irchad RAZAALY, Ambassador, Head of Delegation of the European Union in Ghana and by the opening speech of Mr. Assoukou Raymond KRIPKEU, Resident Representative of the WAEMU Commission in Brussels


The technical session following the opening was jointly chaired by Mr. Rabiou ALBERT BOURA, Director of Cooperation at the WAEMU Commission, Mr. Jérôme Kouassi BOA, Director of External Relations at the ECOWAS Commission, Mr. Diego ESCALONA PATUREL, Head of Cooperation of the Delegation of the European Union to Burkina Faso and UEMOA, as well as Mr. Ruben ALBA AGUILERA, Head of Unit, Acting Head of Cooperation of the Delegation of the European Union to Nigeria and ECOWAS.




The 2021-2027 NDICI strengthens EU support to the economic and social progress of the African continent. It should be recalled that In the West Africa region, EU , ECOWAS and the West African Economic and WAEMU, held the first meeting of the EU-ECOWAS-UEMOA tripartite consultation mechanism in Accra, Ghana, from November 18-19, 2020.


The meeting provided an opportunity to discuss the Annual Action Plans (AAPs) of the NDICI, the programming and implementation of the Multiannual Indicative Programme (IMP) 2021-2027 for Sub-Saharan Africa, the modalities for implementing the selected PIM 2021-2027 actions and the establishment of an effective NDICI steering and monitoring mechanism for the West Africa region.


These ongoing meetings will ended by the adoption of project and program proposals and recommendations on the execution plans for NDICI projects.
